Later on (lvl 18) you’ll have: 20% (Morellonomicon) + 5% (Mastery) + 15% (CDR/level glyphs) = 40%.
***Given that you farm incredibly well. If you can't farm that great/are in a bad match-up early then you'll probably opt for:
codex+(boots)+wards+pots and end up getting the 2nd CDR item in Morello later on, which can delay the max amount of CDR you can get from Morello till around lvl 9 to 10.
40% CDR = 50% Aspeed which is rank 4 in Arise!
Rank 4 in Arise! achievable (if maxing Arise! second) at lvl: (lvl 8 = rank 2 / lvl 10 = rank 3 / lvl 12 = rank 4)
Is this a nerf?
No! Since your (consistent) DPS is going to be higher throughout mid to late game: It takes lvl 18 to get max CDR (without blue; blue is 2 mins long, so not consistent but temporary increased DPS) while compared to the new Arise! which gives the “max CDR” Aspeed at lvl 12 and overrides that DPS with more Aspeed at the next lvl.
Also this makes you less dependent on farming great against any match-up since you want to get the early CDR for the Aspeed (= dps) for your soldiers in laning phase.
This potentially opens up your glyph spots as well (I’ll still be using CDR cause I find CDR the most valuable stat for mages).
What is also worth looking into is the 20% Aspeed you get during the early laning phase from Rank 1 Arise! which makes farming with your soldiers a little bit easier. (5-7%~ CDR in the early laning phase which is between 6-8 Aspeed versus 20% Aspeed).

My opinion, I tried him on the PBE because I didn't know what to expect.
The remove of the knockup on his E is a shame but not that big of a deal. As long as the shield stays.
When I tried Azir on the PBE I found out that there wasn't actually that much changed and it felt more like a small buff.
However when my leveling first was like: Max Q first, then E, now I sometimes give an extra point in my W somewhere in the middle, because now it really depends on the matchup you are up against. With high mobility I found that I mostly straight away leveled my Q as fast as possible, however with low mobility champions I gave 1 or 2 extra points in my W before I maxed Q.
So I really like this change, it makes you think what you really need instead of doing the same leveling every time.

The knock-up was detrimental to easily do the 'Shurima Shuffle'. If the knock-up gets removed it is going to be really hard but I guess more rewarding when you pull it off. (Since the original, easy to pull off Shurima Shuffle was E into enemy, knock-up into ult).
